Over income

Over income means a household exceeds the income limit for its assigned affordable or public housing unit or program.

Definition

In affordable or public housing, over income means a household’s income has risen above the income limit that applies to its assigned unit or program, often identified during recertification. The required response depends on the program rules, such as redesignating the unit, changing the rent level, assigning the next comparable available unit to the original income tier, or following a public housing over-income process.

Example

During annual recertification, a household in a 20% AMI unit is found to have income at 48% of AMI. Under the applicable program rules, the operator redesignates that unit to the 50% level, adjusts rent to the 50% level, and designates the next comparable available unit as a 20% AMI unit to preserve the required unit mix.

Why it matters

Over-income status affects compliance, rent setting, unit designations, and recertification workflows. For operations leaders, tracking it accurately helps protect affordability commitments, avoid reporting errors, and plan for unit availability across income-restricted inventory.
