Bulk billing

Bulk billing is a property-level service agreement for all units, often used for internet, with costs included in rent or fees.

Definition

Bulk billing is an arrangement where a multifamily property owner or operator contracts with a service provider for all units in a community, instead of each resident buying the service individually. In rental housing, it is most often discussed for internet or internet-plus-video service, and the cost may be included in rent or community fees. The goal is to use the property’s full unit count to negotiate consistent service terms, predictable pricing, and broad resident access.

Example

A 300-unit apartment community negotiates one internet agreement covering every apartment and common area. Residents receive the service as part of their monthly housing charges rather than setting up separate retail accounts.

Why it matters

Bulk billing affects resident experience, operating budgets, amenity strategy, and contract risk. For operations leaders, it can simplify service delivery across a portfolio, support property technology needs, and create more predictable resident charges—but it also requires clear communication, competitive procurement, and careful review of contract terms.
