Fair Market Rents

Fair Market Rents are HUD rent estimates used in housing assistance programs, voucher payment standards, and local affordability analysis.

Definition

Fair Market Rents (FMRs) are HUD estimates of gross rent for standard-quality rental housing in a local market, including utilities except telephone. They are generally set at the 40th percentile, meaning 40% of comparable standard-quality units in the area rent for that amount or less. HUD publishes FMRs annually for metropolitan areas, parts of some metropolitan areas, and nonmetropolitan counties.

Example

A regional operations team reviewing a 2-bedroom unit in a voucher-friendly community compares the local FMR to the property’s asking rent and utility allowance. If the asking rent is above the applicable payment standard or program ceiling, the team may need to adjust pricing expectations, documentation, or leasing workflow for voucher applicants.

Why it matters

FMRs affect how subsidized rents, voucher payment standards, and some rent ceilings are determined. For multifamily operations leaders, they help connect pricing, compliance, leasing eligibility, and market affordability in properties that serve or may serve assisted renters.
