Public Housing Authority

A Public Housing Authority (PHA) is a local or governmental housing agency authorized to administer public housing programs and, in many cases, Housing Choice Voucher assistance. PHAs operate within HUD rules and are responsible for managing eligible housing assistance for low-income residents.

A multifamily operations team may coordinate with a local PHA when processing a resident who uses a Housing Choice Voucher, including confirming program requirements, eligibility documentation, and rent-related approvals before move-in.

PHAs affect leasing, compliance, rent collection, inspections, and resident eligibility workflows for properties that participate in public housing or voucher programs. Operations leaders need to understand how PHA requirements fit into site processes so teams can reduce delays, maintain compliance, and support eligible residents.
