Rent Stabilization

Rent stabilization limits rent increases on covered units and adds compliance requirements for multifamily operations.

Definition

Rent stabilization is a form of rent regulation that limits how much rent can increase for covered units and often gives residents added lease-renewal and eviction protections. Coverage depends on state or local law; in New York City, many rent-stabilized apartments are in buildings with six or more units built before 1974. For multifamily operators, a rent-stabilized property may require income assumptions based on current regulated rents rather than unrestricted market rent.

Example

A regional operator acquires a 120-unit building where 70 units are rent stabilized. The operations team must track which units are covered, apply only permitted rent increases at renewal, budget for maintenance within constrained revenue growth, and train leasing staff on required notices and renewal procedures.
